History
Marcelino Serna

"Pvt. Serna displayed exceptional coolness and courage in single-handedly charging and capturing 24 Germans." - General John J. Pershing commander of the American Expeditionary Forces (AEF) during World War I.
Marcelino Serna was born in 1896 in Chihuahua City, Mexico, as an undocumented worker, he was drafted into the U.S. Army during World War I. He distinguished himself as the most decorated Texas veteran of the war, earning numerous accolades for his bravery.
His remarkable service earned notable awards from France & Italy governments, respectively. However, while Serna did receive recognition from the US government during his lifetime; it was only posthumously, in 1992, that he was awarded the Texas Legislative Medal of Honor. His legacy was further honored with the renaming of the international port of entry in Tornillo, Texas, to the Marcelino Serna Port of Entry.
Still, many Texas politicians and veterans believe Serna's extraordinary courage deserves America’s highest military distinction, the Congressional Medal of Honor. However, accounts suggest that biases against his ethnic background and language skills may have affected his chances of receiving the Congressional Medal of Honor, the nation’s most prestigious military award.
The image, an artist’s rendition, considers that Latinos and Latinas have proudly served as American soldiers long before our nation was established. And, like Serna, these heroes embrace their roots while fiercely honoring the country they call home. It’s a testament to their identity and commitment.

Free College

"An investment in knowledge pays the best interest". —Benjamin Franklin
Michigan has launched a free community college initiative through its Reconnect Program, providing cost-free post-secondary education. Applicants must register within 15 months of graduating high school or obtaining a GED, and the age limit has been lowered from 25 to 21 made possible after a $90 million investment to increase the program’s accessibility.
Massachusetts offers a similar program, with a total of 35 states now providing free community college options. Research indicates that education benefits extend beyond the classroom, positively impacting household economics, social mobility, cognitive development, and mental well-being.
While a college education may not be the ultimate goal for everyone, it positively impacts household economics, social mobility, cognitive skills, and mental well-being. Additionally, post-secondary education contributes to economic growth, reduces poverty and unemployment, and increases tax revenue.

Research 1 (R1) Colleges & Universities.
How much research does a university do?

"The only true wisdom is in knowing you know nothing."
- Socrates
The Carnegie Foundation classifies Research 1 (R1) institutions as colleges and universities that allocate at least $50 million annually for research and graduate a minimum of 70 research-based Doctorates (PhDs) each year. Currently, Texas boasts the highest number of R1 institutions, totaling 16. Among these is the University of Texas at El Paso (UTEP), which has the largest percentage of Hispanic students of any R1 institution in the United States.
The University of Texas at El Paso (UTEP) is one of only 141 R1 universities in the U.S., which is an impressive accomplishment considering nearly 4,000 accredited schools are out there! This means they are in the top 5% regarding research. Plus, UTEP is one of just 19 Hispanic-serving institutions to reach R1 status, making the borderland community even more special!
